RE: RELAY STAFFING SHORTAGE
Following the disappearance of DISPATCH CARL, staffing
at the relay has become difficult to maintain. Two
replacement candidates withdrew their applications after
touring the facility. Recommend the network
continue operating with reduced or no on-site staff,
as transmission activity has shown no measurable change
in operator absence.
